Cheap Boss

I work for a small company (3 employees). I am amongst 3 Junior Developers who were hired 4 months ago. Last week my employer asked one of us to stop drinking so much water. My employer gets water delivered in large bottles for the office. Last week he asked my colleague to stop drinking to much water(he drinks quite a bit) as he didn't factor that in when he ordered it. He also stated that he won't be ordering larger quantities of water. Now my colleague is travelling to work with 3 litre bottles of water..

Does anybody have experience dealing with "cheap" employers?
