I'm having a lot of trouble finding a job in my field..what am I doing wrong?

Hi everyone! I have been actively job searching for a couple of months now in the field of Public Health. I have a bachelors and a masters degree in Public Health, and I have multiple publications, posters, and attended several conferences in the entirety of my post graduate experience. I was told Public Health is one of the fields in healthcare that are always hiring, but honestly I can't seem to find anything that requires my specifications and expertise. I don't want to apply for a job that I wouldn't be qualified for (ie. Some mention having a specific form of education is an asset) but I literally have no idea on what to do. What are some tips that you would be able to recommend?
