HR/Hiring Managers/Recruiters: Is temp work considered a gap in employment?

I have long-term stable employment with absolutely zero gaps in work history, but I want to get out of retail and get into an office job. Looking to temp until I find a permanent opportunity.

Do you count doing this as a “gap in employment” since I am working for a staffing agency?
