What should I do? Never received performance review when my entire department has received theirs...still waiting

So on March 13 and 14th 2019, my work (an accounting firm) was suppose to have a performance review (last one done for the staff including me was back in Dec 2016...) as per the HR manual...we are suppose to have them every Feb and July...

On March 13th, no one was called for a review; and then on the 14th; all my co-workers from my department (accounting) received their reviews and raise...except me. I emailed the owner and partner that were doing the review (thinking they missed me) the following Monday and they told me they did not miss me and not too worry as I'm not the only who hasn't received their review yet; they are hoping to finish the rest of the reviews by end of that week...nothing happens at the end of that week.

I confirmed with some other co-workers (admin department) to see if they received a review; they did not. I didn't email the owner and partner again until April 2 as I never heard from them since my last email sent as per above. I got a reply back the next day saying that they were" discussing when to finish all the remaining staff reviews at our meeting on Monday. We were going to try and finish them before the end of the week. One of us will let you know tomorrow hopefully"....no one contacted me after that...

So the next day (Thursday), I went to the owner's office to talk about some work related stuff and he assures me that they did not miss my review; they just have been crazy busy (tax season). I did my best to be understanding (looking back I should've asked if they had an estimated date in mind, at least, on when they will do mine and other pending reviews). I know they didn't do any reviews last week either...even though they said they would try and finish them...but I received that 'excuse' twice already...

So comes today, one of my co-workers who still hasn't received their review asked me if I heard anything yet about when the remaining reviews will be done; I said I have no idea the last I heard they were suppose to be done last week...but of course nothing happened as both of us never were called up for one. She mentions that they are still doing staff reviews in our other location in the city (our insolvency office) and showed me the owner's schedule with time slots with a staff's name - staff review at the other office. I asked her if that is how our location did the time slots for the performance review done on March 14th and they were not; it was just a time slot for about 2 hours that said 'staff review'. Going forward from today there are no timeslots to do staff reviews at our location...the receptionist is hoping they will do it by the end of April...for me I'm very skeptical about that...

I'm really frustrated with this manner now and I don't know how to proceed as I am the only staff that has been with the company for more than 1 year (the other remaining staff that still have pending reviews have only been with the company for less than a year) that still is waiting for a review...it seems like they are giving me the run-around too. I'm pretty sure I'm not gonna get canned as I don't have issues with the managers or owners and no one has said to me my work is crappy. I'm just so confused as to why I was the only long term staff that is still waiting for a review and raise...

I was wondering what I should do next in terms of communicating to the owner and partner about this manner? I'm really leaning towards emailing (or confronting) them again to see if they will give me a estimated date...but I'm not too sure if that would be considered annoying?

Your thought are appreciated (and sorry for the long post...I'm just extremely frustrated at this point as I feel like I'm being treated unfairly as my department already received their review and raises...while I haven't and I have taken more responsibilities since the last review...)
