What are internal recruiters looking for?

I’m just restarting the job search process and I’m curious to know how the process works behind the scenes. Partially to improve my interview skills and partially just to ease my anxiety. When you have that first interview with an internal recruiter, what exactly are they taking notes on? The questions are always pretty general. Do they actually care how you answer them, or are they just making sure you aren’t stupid. How do they determine which resumes to pass on to the hiring manager? And does the hiring manager care about the recruiters notes or are they just looking at your resume?
