Should I reapply for a Graduate Position I've applied to, and been interviewed/turned down for, twice in the past?

So essentially I have a Bachelors in Behavioural Science (Psychology) and I'm incredibly interested in the research side of the field. I really enjoy the stats component and research in general and it's something I believe I'd be interested in doing as a long term career. There is one particular company in my country that has a bunch of different market research and communications brands and I'm always keeping a close eye on the positions they post and apply to those that are relevant to my experience.

There is one branch of this company (which is a pretty small office from what I can tell) that has repeatedly posted job listings for an entry-level position, which of course I've applied for. The first time I applied, approximately June 2018, I was in process of completing a separate advanced statistics unit to further build upon my completed degree. I successfully got an in-person interview but did not get the job; I was told that there were other applicants that more closely fit the skill set that they were looking for. Fair enough, since I haven't completed this important course yet that probably makes me more qualified.

Flash forward to approximately early January 2019, the exact same position is posted with same the description and applicant questions, so because I think I've improved my skill set by completing the advanced statistics course, I reapply, and to my surprise within 3 hours of submitting my application I get a rejection email. From what I remember, the email said something along the lines of me not fitting the position description, and not having enough experience in the field. I'm a little bit dumbfounded considering I fit the description a bit more closely this time by having more research skills. On top of this, the position specifically states it is an entry level role that you will begin to develop on your tertiary education, where you will go through on-the-job learning and formal training, and that is for those with 0-2 years of experience in the industry or is a recent University graduate from my field of study. I made sure to address all of the components of the job listing in my cover letter etc.

And now it's the end of April 2019 and the exact same job has popped up yet again. Same listing, same questions, same experience/degree requirements. With all this information in mind, my question is should I bother reapplying considering I haven't progressed since last time I was instantly rejected (despite not necessarily agreeing with the rejection)? Is it worth reapplying over and over again?

I have also applied to other branches of this company and gained and an interview (around Feb 2019), however all applications go through the same HR department and I'm contacted by the same HR Representative every time. Is it a bad look?
