New employer wants me to send my SSN through email. Is that weird?

I recently accepted a new position in a local government office. The hr person is asking for different kinds of information to fill out my paperwork (address, date of birth, and ssn).

I wrote an email to her asking if she needed to see my physical card and birth certificate or if I could call her to give her that info. She wrote back only saying that she needs my address, date of birth, and ssn (I think she just copied and pasted her first email).

Is this ok? Would you do this through email?
