Moving Up

I'm getting sick of working in garbage retail jobs every time I get a new job, but those jobs are the only ones that are hiring me. I've interviewed for jobs that pay higher or are just better work, but never gotten them. I am ex-military, but that doesn't seem to help in the job hunt. How do I get into a better paying job when no one seems to be taking my applications seriously?
