Yearly raises are announced, it is now obvious that manager fails to fairly distribute raises, what are my options ?

I have been working at my current company for 9 months now. Coworker A (who is now a dear friend) has been working for 2 years (first year as intern, second as fulltime) and coworker B (another friend) for 3 years.

Coworker B was planning to leave the company, and was practically slacking for 6 months now while interviewing, whereas coworker A was putting in hard work, even working from home until late night at times.

A is a very silent and shy personality, whereas B is more sociable and charismatic.

Also, B was lobbying against the manager due to his team getting sacked last year, and was practically filling every new employee with his version of what has happened and that we shouldn't trust manager all the while.

At the beginning I cared deeply about my work but as time passed I realized no one really cared about quality as long as things seemed to be running. Politics were too dominant in this company and office rather than work itself.

Also some teammates took advantage of their additional duties and started to avoid work, and even complained to manager that others were not doing those tasks and nothing happened to them. This curbed my enthusiasm and I slowed down my pace and I was somewhere in between A and B in terms of doing work. Also as a team, we arrive late and leave early, thus never completing our hours, again no one bats an eye.

In monthly team meeting manager announced that we received funds matching inflation. This set the baseline percentage for everyone's expectation for their raises.

Since I am new and well, not really working that much, I was not expecting much, I was just happy manager didn't openly complained, and in fact put in some really good performance review for me. I not only received the given base percentage, but also got a minor rank raise (this sets the salary interval) and full bonus.

B, received exceptional raise, full bonus, a good review and a new offer from another company. He handed his notice 2 weeks after, and was still not happy with his raise, even though he was openly admitting that he did no work for the past 6 months.

It turns out, A received an extremely low raise, and didn't even get the next rank (after a year you usually jump a rank, I did in 7 months as you can see). She is not only upset but also angry. She will arrange another meeting with manager after she calms down.

Everyone in office received base percentage as their raise, and as far as we all know, she is the one person who put in really hard work and still received a very very low amount. Honestly, learning about this I now feel extremely uncomfortable with my raise. I also don't know what to make of my own raise and performance review now.

Am I overreacting ? I am still a newbie (2 years in industry) and have been in different situations but nothing like this.

What happens if I receive a similar treatment next year ? How can one be sure of their worth in these kind of situations ?

Also, are raises negotiable ? And given the fact that I was clearly working way less than her, how the hell did I get a proper raise and a rank increase ?

Edit: Why I am not considering leaving immediately ? My country's economy is nearing a depression, and I must say I am just holding onto this employment. So I have limited options in terms of getting out, still I can, but it will be hard. I would rather plan ahead for the next year being here at the very least. Also, these things can happened everywhere, so I would rather learn more about surviving these situations rather then keep leaving.
