Why is salary range different from what Job posting states?

So I have noticed that on a few job postings the salary given by the employer (not indeed’s estimate) and what they say on the phone when calling is different. It is usually under and I’ve been trying to figure out why. The other day I got a little annoyed and asked the recruiter why what he stated is different from the posting....He told me he wasn’t sure and would get back to me on it and continued the conversation. BS! Is this the norm now?
