Unsure how to treat a requested recommendation as he may have "fake" degree

I have a colleague I've worked with for the last almost 5 years. He's not bad, but I wouldn't say stellar either. He's applying for a position at the university nearby as he's just about had it with his current job. I agreed that I'd vouch for him, but I recently recalled he doesn't actually have a PhD like he's been saying (according to my manager). I did as much sleuthing as I could and I'm under the impression my manager is correct, but I would prefer to be sure before making a recommendation. Does anybody know if there's a way to check? I know which institution he "received his PhD" from, might I be able to just call the registrar or something? And finally, if I'm wondering how I should "recommend" him based on what I learn. If he's lying, I'd rather not vouch for the guy. If he's telling the truth, I'd like to recommend him based on his highlights.

Also, FWIW, he's not going the research/teaching route (where it'd be readily apparent he didn't have his PhD, if that's indeed the case).
