I’m a temp and I don’t want to stay

This is my first assignment and first time ever being a temp. It’s been so hard and frustrating finding a job after college (I graduated 3 years ago) and I’ve only got 2 retail jobs on my resume up until now with no professional references. The HR manager has dropped hints on me becoming perm but I don’t want to stay. It’s not the field that I want to get into, I’m there to build up my resume, and I’m trying to gain some professional references. Another department head asked for my resume but I haven’t given it to her to show that I’m not really interested in staying. How else do I tell them that I’m not interested in staying? I don’t want to cause friction in the office for as long as I’m there
