I applied to a dream job of mine a second time after a year. I was contacted by a recruiter, but they said they couldn't screen me a second time because of the company's rules. Is this a normal practice?

I applied a second time to a dream company of mine. It was for a position that opens every few months, and is called a "class." The first time, I interviewed with a third party recruiter. She recommended that once the remaining "classes" passed (and if I didn't hear back), I could apply again. After a year of gaining more experience and growing as a candidate, I decided to reapply. A recruiter contacted me once again, and asked to do another Skype interview. However, a few minutes after the initial email, I received a message that said to disregard the first email. Since I had been screened before, they couldn't screen me again. When I inquired, all the recruiter said was that the company didn't allow candidates to be screened twice. What does this mean? I have never seen this practice before. A year is a decent amount of time between interviews.

I brought up the fact that it has in fact been a year, and she said she would follow up with the company to see if they would make an exception. She hasn't gotten back to me.

I'm not sure I understand, but I feel this is an unfair rule. I only talked to a third party recruiter, and not a member of the company. I feel as if I was written off as a candidate before even getting a chance to prove myself, if that's the case. During my first interview, I felt it went well. I was polite, sent a thank you note, and even followed up...unfortunately to no responses.

I know most companies don't seem to care much if you apply more than once, especially if its a more desirable place to work. I waited a year to apply a second time. What gives?
