Is Getting a Job in a Different State Difficult?

I currently have a degree in public administration with an emphasis in economics and finance. I also hold a job at a municipal advisory firm. I am currently looking to get out of the private sector and into the public sector. I have been applying to many places out of the state where I reside. Do organizations typically place candidates who are out of state lower on their list for interviewing preferences?
