How do you deal with a boss who intentionally limits your contact with higher-ups?

My boss does a lot of gossiping and dividing of employees.

My boss also has this weird need to be seen as well-connected within the company. Whenever I mention an executive or anyone, my boss always pulls out their phone in a really pretentious manner and dials said executive and proceeds to talk to them in a really casual way.

My boss constantly quizzes me about my connections in the company and asks me how I know people.

Whenever I have a question for someone in another department or a fax for them or anything, my boss refuses to show me how to use the phone nor how to use the fax. They insist on doing the communication themselves, and I suspect it’s because they want to limit all contact I have with anyone.

This extends to skill development, as well. My boss won’t tell me how performance is judged, nor what policies and regulations that company uses. Instead, the boss just gives me vague, passive aggressive details what I should do.

On a day to day basis, I do okay (to the best of my knowledge) because I’ve gained skills and knowledge from previous bosses. But I hate feeling like my development is on hold.

I got placed under this boss to “develop” under them, but I can’t stand how they operate. I’d really like to get transferred to one of my previous bosses, but idk if I’d seem entitled asking for that to happen.

Should I request an internal transfer? If so, how?
