How can one get a job in a new city when employers want you to already be living there?

So I’ve noticed employers hesitate to interview people that are living outside of the city where the job is. It’s almost 3x as hard to get a job in a new city. Even though the person in need of the job has full intent in moving to a new city, the employer still hesitates. So how is a person living in a dump supposed to move to a new city of choice if employers aren’t willing to hire unless you’re already living there. Hiring processes take forever too so it’s not feasible to move and pay rent in the new city until a job is acquired. All input is appreciated.
