So I work for a new group because my previous supervisor and I didn't get along well. Mainly due to him being manipulative, sabatoging projects and always blaming others but taking credit for everything positive. He made a 3 month project take 3 years and then blamed me for it when I left even though he explicitly told me not to work on the project because he didn't want to help another team. Fast forward to today, I'm working with a customer and we have a solution that's 90% complete we just need to use some of his groups resources to finish up and he puts a halt to it saying he needs documentation. I invite him to my office to chat for 5 minutes because I've been trying to discuss this with him for weeks. No one in the organization holds this guy accountable and I have no idea how to approach working with him on any projects. He typically ignores my emails as in no response. Any tips on how to proceed are greatly appreciated.
