Should I stay or should I go?

I really don't know what to do in my current situation.

I've been working for the same company for 2.5 years, have been bumped up to trainer, and have previously turned down the senior management position of the site (about 1.5 years ago, because of rumors of poor corporate management). In October, I was offered a position opening new contract sites. I was told I would be getting a $2/hr pay bump and full-time hours, even the ever elusive OT.

I was told to not be scheduled at my previous site, beginning in November, so I would be available as soon as this new project starts. Over the past 6 weeks, I've worked about 10-15 hours a week, mainly doing corporate management training. The project I was hired to do has been held up on the client's end-they have to do a new software build. I haven't been working my regular shifts for about 6 weeks now. I have not received my pay bump, because I am not currently working in my new capacity. I specifically asked about getting the pay bump for my training hours, and was flat out told no, not until I start the new job. The holidays are looming, I haven't been working, and I am broke. I decided to cash in my PTO and went into our system to schedule that. Come to find out, because my hours have been cut, I've been recategorized as a part-time employee, and am therefore, not entitled to PTO.

Am I still legally entitled to the PTO I had previously accrued, some 56 hours? I am super frustrated, and when I ask my new manager, I just keep getting the, "Any day now!" and, "You'll be the first person I contact," runaround without any concrete end in sight. Should I cut my losses with this company, which clearly doesn't care about stringing along an employee with minimal hours for 6 weeks? Overall, I have been happy as an employee, it is just painfully clear I was wise to not get involved with management earlier. It's a very diffuse company with very independent sites, and I was at a good site. I'm so frustrated, I have recently started sending out resumes, but only over the past week, so I don't know how fruitful that will prove to be. My previous site has filled the holes from my absence, and going back would mean a cut in everyone else's hours. I can't remain in this holding pattern, and I don't have another job lined up.
