New job isn't for me. Quit over the phone?

I was hired about two-ish months ago at a hotel as a front desk agent. I started training a little over a month ago and have been out of training for a couple of weeks now . Everything during training went really well and I was really excited about the company and the position. The only doubt I had in my mind back when I was first hired was the on-call status, which is fairly common in the hotel industry. The original job posting was misleading and said it was a part time/full time position, with nothing about it being on-call. I brought it up with the manager when she offered me the position, stating that I was a little hesitant about taking an on-call position. She assured me that I would still get some scheduled days, some days I would be on-call, and then I would have days off. Fast forward to my new schedule out of training and I'm scheduled between one and two days a week, while being on call for the rest! I brought this up with other workers and apparently it's the norm not to have scheduled days off. All of the other trainees have similar schedules, as well. I'm annoyed because this was my exact concern that I brought up back when I was offered the position and I was basically lied to. The worst part is that I was offered another position elsewhere at the same time that I got this offer but since the pay for that other job was less, I took this one. Big mistake.

Due to the on-call status of this position, I'm unable to take on a second job to make up for the lack of hours that I'm getting. I can't keep working one or two days a week and just sitting by my phone in the hopes that I'll get called in (I've only been called in once). I'm also unhappy with not having scheduled days off. I value having a work/life balance. I literally can't plan anything (including a second job) because I could get called in at any moment's notice. It's unfair to me because this is exactly what I was concerned about when I got the offer two months ago.

I feel like I walked into a nightmare and I'm unsure of what my next step should be. I'm tempted to speak with the manager this week and express my wish to resign due to the job not being the right fit for me. I plan on being as honest as I can about why I want to leave. I'm only scheduled one day this week (yesterday) and so I don't know when I'm scheduled next or when I'll see that manager in person. How rude is it for me to have this conversation over the phone? I don't feel like I have any other choice, considering I'm not scheduled until next Monday at the earliest and I need to get this done as soon as possible. I feel like the earlier I say something the better for everyone.

Career-wise I'm going into a completely different industry, so I don't have worries about burning bridges with this exact company. I just don't want to be a dick about it either, though. What do you guys think? Will a phone call be okay in this instance? I figure I can send an email ahead of the phone call too, so she can reach out to me when she's available and has the time for this conversation.

TL;DR I was mislead about the scheduling with my new position (been there one month) and it's not working out. I'm hardly scheduled so I want to call my manager to talk about my resignation.
