Job changes due to tyrannical employee?

My mother’s position was just changed out of the blue recently. They created this new position because the head boss was told to by the owner just yesterday. Apparently it was due to one of the guys she worked with didn’t care for working with her because my mother did things the way she was told to do them, but the guy would want things done his way(His jobs were to be prioritized over all other jobs, he wanted things the minute he asked for them, basically totally against the system in place) so the owner/company manager told my mother’s boss to change her job to help with HR and EPA papers(which my mother is not trained for, but she said you don’t have to be trained for those things) and the woman she was training on her job has taken over her old job(but this woman doesn’t pay attention right, kept having to ask questions despite having written notes, all months into her training)

Is there anything that can be done?
