How do people get "more than one job offer???"

I hear about it all the time, how people have companies blowing up their email/phone asking for them to come work for them, offering ludicrous amounts, getting interviews at Google, Apple, Fortune 100 companies.. and here I am I can't even get a freaking recruiter to "recommend" me to the hiring manager. Is their resumes just that good? Or are they just super lucky. I feel like my resume is adequate, and I haven't lied about anything on it. Maybe I'm just super under qualified and I don't even realize it...
