Does salary range mean starting rate or what you’ll make throughout your career?

So I’m looking at a job posting that says Salary Range: $21.43/hr-$30.97/hr. In your experience would this mean starting range based on qualifications or you start at the low end and progress to the top end through your time with the company? This is for a supervisor position
