To get a job you need experience, but to get said experience you need a job. How am I meant to do that?

Hi all, I apologise if this has been posted before and if it's not in the right spot, please let me know. I apologise if this sounds rambly and unfocused, but I've become so demoralized that I need to take a moment to rant.

A little background, I am a 26[F] (from Australia) and have been looking to get into Retail or Hospitality for a good portion of my early 20's. I started looking for work when I was 16 and at the time was told by my parents to focus on my education (which I have for the last 10 years) from ages 20-24 I had been studying at University looking for part-time work that would be flexible around a uni workload. During those four years I was being rejected for the jobs I applied for and figured, no big deal since many places are iffy about hiring students (though that doesn't stop them from hiring high schoolers, I digress).

Before I turned 25 I graduated from University with a shiny new Bachelor and a sense of accomplishment, at that point I wanted to take some time to figure out what I wanted to do with my life after studying, so decided to continue looking for work, and this is where my trouble is. I am applying for jobs, but am not making it past the early consideration phases. I am applying to be overnight, night fill, cart collectors, cleaners, bust-boy, wait staff, bar staff you name it but I can't catch a break. I'm getting rejected left, right and centre. The main thing in the rejection emails is "We take into concideration former experience." so this bounces back to my title, how am I meant to get experience, if I can't get a job to get experience? Are employers expecting me to pull experience out of my backside or something? It's so demoralizing, I feel like I'm being punished for not finding a job when I was 16 and feel like I'll never become an accomplished adult.

Sorry for the rant, I really needed to get this off my chest. I am open to any advice and appreciate it.
