Should you follow up with job postings that are made by a recruiter/staffing agency on job boards?

I've seen the general consensus around here is that if you apply directly to a company, it's unusual to follow up before an interview. But if a job posting is created by a staffing agency that you haven't interviewed with, is it okay to contact them about a specific position without them contacting you first? Ziprecruiter emailed me that my application had been viewed by them more than once, so that would indicate some kind of interest, yes? Or would this just hurt my chances?
