Received job offer but it is less than what I expected.

I received a job offer for an entry-level systems engineering job in the aerospace industry. Let's call it job A. The position would require me to move across the country, to a very, very, cold, and fairly barren location. I was offered $70,000, which is somewhat less than what I was expecting. I have friends making more, and being that this is a systems engineer position in a bad location, I'm a little surprised. I was hoping for 80-85k, and didn't expect below 75k.

For reference, I've also been offered a different, government job, in reliability engineering (let's call this job B) on the East coast for 67k, which the division head said himself that it was fairly poor pay. "You know, it's a government job."

Now I'm a little lost because I've heard government benefits and work/life balance are great. I'm also interested in the government job because I get clearance, whereas job A doesn't require clearance, and I'm worried about not having clearance later on in my career. Also, job A's job title is exactly what I want to do: Systems Engineering, even if the product itself isn't exactly up my alley. Whereas job B's "product" is awesome, though it's not aerospace (my major) and reliability engineering is not exactly what I want to do, though I've read it's a subset of systems engineering and have been told there's a possibility to move up to a systems engineering managerial position down the line. Job A, has probably the best furthering education opportunities in the country, and I'm not 100% sure about the possibilities with job B, but I know I can get a paid-for master's in reliability engineering. I just don't know if they will pay for a systems engineering master's instead. Anyway, back to the prompt:

How do I go about asking for more money for job A? Is asking for 10% more, (77k) for job A too much of a stretch? Are there useful resources online, or particular subreddits I should be checking out?

There are really two things I want to ask in my counter offer for job A:

  1. More money.
  2. Flexible work schedule so I can see my newborn baby, who will be living across the country from me. I've read that working an extra hour a day can give me an extra day off every two weeks and that perhaps I can have those accumulate so that I can take this trip every month or so. (This is part of the reason why I want more money. Flights aren't cheap.)

Are my requests too extravagant? Do I need to be more grounded in reality?
