Is it a bad sign when a recruiter tells you you have an hour phone interview, but it only lasts 20-30 mins?

Had a final round phone interview with a VP today, and HR told me to plan for it to be an hour. It was 20 mins before I asked questions, so about 30 mins overall.

I thought it was going well, until he said my GPA was lower than what they wanted (cumulative 3.03) , and asked what my major GPA was and why it was low. I basically explained that I worked a large amount of hours throughout my undergrad out of necessity, and also explained my major GPA was a 3.3-3.4, not sure which exactly.

He basically said that was all the questions he had, and I had to ask to help fill time. It it safe to say I didn't get it?
