Rejected twice by organization, should I continue applying?

So basically I applied three times to the county's social services department. I have a bachelor's in Interdisciplinary Studies with an emphasis on Social Science. However, my work experience has consisted solely of restaurant operations & management positions, and service related work (with the exception of volunteer work, a couple of months at Amazon as a seasonal worker, and an office assistant job I had in high school about 18 years ago).

The positions I applied for are Employment and Training Specialist I, and Social Worker I-Adult Protective Services. Both are entry-level. I have interviewed for both and was rejected. I potentially have another interview with them for the position of Eligibility Specialist I pending the results of a written exam (I am sure I passed).They informed me during one of the interviews they are expanding, so I assume that is why there are a lot of positions open lately. Another position opened up for Social Worker I-Child Protective Services but I don't know if I should apply. Are they even interested at this point and do I look desperate?

If this doesn't work out I am considering taking an EMT course and possibly working as an EMT, even though the pay isn't terrific. Its better than what I have going on now which is part-time housekeeping.
