Is it ever worth it to follow up?

So I recently had an intverview and they said they were in a hurry and would get back to me somewhen last week. They didn't. As of today I haven't heard of them. Is it worth following up and asking what came of it? I mean, if I were their prime candidate they obviously would have gotten in touch with me. I first thought maybe they were just waiting for their prime candidate to accept the offer but now I think they have just forgotten me.

They did ask me to let them know beforehand if I figured I wasn't interested anymore but I don't think that means much.

So, should I ask an email? What do people say? I just think it's so odd because if you have to ask, that should mean that they didn't want you.
