Employer sets up general start days, but never calls back?

Hey, so I'm at a loss for what to do right now. This Tuesday I had an interview at a pet store I have always wanted to work for. The HR manager already really liked me, so all I had to do was come in for an interview with the store manager. I end up doing really well, and he tells me how much I will be payed, which positions he will move me into, and that I should have two short shifts next week. I told him I would put in my 2 week notice at my current job that night, and he didn't try to disuade me in any way. He doesn't have me sign any paperwork, saying that he has to wait for the offer to go though on the computer, and that he will call me as soon as it does (he said it should go though wednesday, so 2 days ago) and we will proceed with the paperwork over email from there. The way he spoke made it seem as though I was already hired. Today rolls around and he still hasnt called me, so I waited for 11:30 and called him, saying my phone had messed up and asking if I had accidentally missed his call. He said I hadn't and that he was stuck on the cash register so he would call me in half an hour. That was three hours ago. I don't know how to proceed from here, should I just wait patiently, or should I call back? Go down there? I have no clue what to do, and I'm scared that I quit my job for one that is falling through. I don't want to be an annoyance, I'm just worried. Any advice would be EXTREMELY appreciated.
