Excuse on top of excuses!

I had my review today. Despite being rated for exceeds expectations for three years in a row, I was sidetracked for promotion once again. Certain people consistently get promoted and others are just ignored and neglected. I know everything is a learning and what doesn’t kill you just makes you stronger but this hurts.
