should I send another follow up email? (tattoo marketing position)

So recently I applied to a tattoo store for a social media/ content creator gig because the last person resigned for a bigger company. I’m really interested since that’s where I got my first tattoo and it’s really sentimental. I also applied because I make YouTube videos and fit all their criteria to the T and more.

The instructions were to make a video cover letter and send in a resume. I emailed them both and posted my video on my Instagram to show I can make content people will interact with. After a month, I sent the brand manager a short follow up email and he said he’s still looking through applicants and will contact me for next steps if I’m chosen.

It’s been a month since that last email and the company still has the application instructions link in their Instagram bio. What I’m assuming is that due to covid restrictions, they haven’t been able to take that many appointments so they’re trying to save up marketing expenses for now until restrictions allow for more customers. What do I do? Should I send another follow up email perhaps offering to do something for them remotely for a few days to a week?

FYI I’m asking also because my POV is I’m a uni student applying for a full-time job that I’ll take a gap year for. And school is starting in 2 weeks so even if they want to hire me later, I might not be able to unenroll in my courses without consequences and accept the job. I don’t mind dropping out if the one-year contract gets extended but right now I wouldn’t take that risk.
