Does no phone screening/interview after application and the rejection email "were impressed with you application but...." mean anything? Or are these emails sent to all rejected applicants once a job closes?

TLDR: Are "we were impressed with your resume, please apply to other jobs here" emails sent to all failed applicants or just to those who actually had passed some type of barrier?

This afternoon I got hit with two "We were impressed with your application and skills, bla bla bla. Youre' not getting the job. We invite you to apply to other positions at <COMPANY NAME> as they become available." (obviously paraphrasing a bit). I had NOT been contacted for a phone screening or interview.

Is this email just a polite way of saying "you are not getting this job, so you can stop bothering whatever god you believe in with prayers about it." Or is it sincerely saying "your resume passed a certain bar, we just had too many applicants." Anyone on the "other side of the hiring process" have any insight?
