Can PPP Loan Data Be Used To Determine Wage Data for a Local Employer?

A local employer (in the medical device industry) posted a job with a surprisingly low pay range. ($16.50/hr-$19hr)

Curious, I searched Google to see if that was merely an entry level wage with lots of room for growth, or you'd be stuck making that wage for you entire time with that company.

I stumbled upon a site that documents PPP loans, and this company took out two loans for $175k. It claimed to be retaining 7 jobs as a result, with a total payroll in 2019 of $539,000. This loan site says that divided among 7 employees, the average annual salary is $72k a year.

If one of those 7 positions is starting at $16hr, that new guy certainly isn't making $72k a year.

I found another website that said of 7 positions at the company, all of them paid the same....$16.50/hr.

I suspect that someone in that company makes all the money, and pays the people actually doing the work relative pennies. Is there any way to determine from public data what the pay spread across the entire company is?
