Older man (M60s) keeps telling me (F21) to smile at work multiple times a day and makes me uncomfortable. What do I do?

Hi everyone. I (F21) have been working at an animal shelter for the past month. The animal shelter receives animals from animal control, so we occasionally come into contact with one another. There is an older man who works for animal control, probably in his 60s, who brings in dogs/cats. Every time I have crossed paths with him, he tells me to smile. At first, I just brushed it off and laughed, but he has repeatedly done this every time i’ve seen him. It isn’t in a playful way, it’s in a rude way. He has said things like “do you ever smile?” and “Why dont you ever smile?” Last week he walked into the room I was in, stared at me, and said “smile for once” and I just stared at him. Then he said, with a major attitude, “what’s wrong with you?” And I said “nothing” and laughed because I was nervous. Then he says “you have a beautiful smile” in a really creepy way. Today, he saw me, pointed at me, then told one of my coworkers i should smile more, which really annoyed me. This afternoon, he walked into where I was working and said “do you ever smile?”, I said “Yep”, he said “are you married?”, i said “no”, and he said “that’s why. you need to get a man who will make you smile all the time” I just didn’t respond cause I was weirded out. He makes me uncomfortable, but I don’t know what to do. I want to ask him to stop, but I don’t want to cause any drama at my workplace. Another odd incident I witnessed was between him and a female coworker of mine. He was bringing in a dog and my coworker said “aw he’s so cute!” Then the animal control guy immediately says “not as cute as you”. I found this really creepy, considering that he is in his 60s and we are in our early 20s. I know she has also felt uncomfortable before with animal control. Another thing is, animal control and the animal shelter are under different management, so my boss has no say in how animal control behaves. As a woman, it makes me feel like he just wants me to smile and look pretty, but I’m there to work, just like my male coworkers. What do you all think I should do? It is really bothering me. Thanks.
