Is this a red flag?

Just went through an hour long interview over the phone.

The HR representative told me if I hadn't heard from her by the end of the week to call her because "sometimes the process is overwhelming"."

I am concerned the Human Resources department is a mess if they can't even remember to call me to tell me the next steps in the hiring process.
