Job fair or apply online

A company I have applied for several times is having a job fair in a week or so and in this job fair you can get hired on the spot for their open positions. It makes no sense to me if they're hiring then why not interview people who have applied via their website instead of holding a job fair seemingly randomly throughout the year.

What if someone applied online before the job fair but didn't visit the store to see they were holding a job fair? What if someone at the job fair got a job(highly likely) and the person online didn't? It's illogical.
