Would you ask for more than what your skills/experience are worth?

That probably doesn't make sense, but if the pay is $16-$24 and the hiring manager asked me the amount I'm looking for, would it be wrong to say $18 even though I don't have any experience in the job I'm applying for?

I just don't want to sell myself short if I do get hired because similar positions have $18 as the minimum pay, and there seems to be a lot of work that needs to be done
