Putting a hold on recruitment means rejection?

Is “unexpected staffing changes that resulted in us holding our recruitment” another way of rejecting job candidates who went through the interview process these days?

I’ve encountered that and “unexpected financial issues so we have no choice but to reevaluate our capacity to hire a new person”. Then why set up an interview?

Sounds a lot to me like me canceling plans with friends last minute because of an “unexpected” stomach issue or headache.
