Employer asking for some to return to office and refusing (NJ/USA)

Hello all, last year in March our office of about 95 people was asked to work remotely. Ever since then, they have continued to stick with remote work and almost no one works in the office now. Our department has not been able to do remote fully due to some tech limitations, however my specific assignments do not require office visits, but I do come in every other day to assist.

Our new manager has requested that one of our team members come into the office, and that person has refused on numerous occasions. This person has not stepped foot into the office since March, and remains employed. They have now begun asking me, and are adamant about it, even though there is no company wide requirement.

Does anyone have any advice in this situation? I'm at the point where I've asked them if this is now a condition of employment, and how it's specific to me. (No answer yet)
