What do I need to study if I want to work as a web designer or as programmer?

I'm 22, I only have a high school diploma and I've been doing very odd jobs these last years due to depression, ptsd, anxiety, adhd... Fortunately now that I'm seeing a psychiathrist and a psychologist I'm feeling waaaay better and I'm ready to go back to studying!

I know web design and programmation are two completely different things but I'm very interested in both, but this may come as a stupid question but, what do I need to study to work in any of those fields? And where?

In college? In university? What's the name of the careers in that case? Help, I feel lost, I'm a psychology drop out who discovered they didn't like that career in the first semester, sorry for any english mistakes it's nor my first language :/
