Received a promotion offer that I'm not sure what to do with. 38k -> 39K for moving up 14 grade levels.

Received an offer for a job at my current employer that is only offering a 3% increase over my current salary, which is 38k.

Was confused as I'm supposedly moving from grade 11 to grade 25 (the bands of which aren't shared) and I'm having a hard time believing that 14 grades exist within the span of $1100.

Tricky thing is that the job would offer me a huge increase in happiness, allow me to properly leverage my strengths (a perk for me), and solidly contribute towards my career path.

As disappointed as I am, I'm unsure if I should attempt negotiating for a larger bump or even how to approach that as I don't have leverage beyond my disappointment. I really want the job but I'm also skeptical that I'd be able to negotiate a significant enough increase to be worth it. Open to being convinced otherwise though.
