Employer want me to take on a larger role, but without any additional compensation.

I work as a civil project engineer for a construction company, and for the past 6 months or so I have been in talks with my bosses about transitioning to more of a sales engineer role. With the pandemic the progression has been understandably slow. I've been told that the biggest reason nothing has happened yet is that we are not hiring currently and thus there would be no one to fill my current role. The company is doing good but not great this year, and have had to let several people go the past few months. I have been working hard recently to seek out ways to help the sales/development team and have been doing well in that role.

Well today I had my performance review today and there were a whole lot of "atta boys" and everyone telling me what a great job I've been doing in my current role. I asked about next steps and goals, whether I should focus more on the engineering side or sales side. The answer: "Both." I was told I am in an excellent position to continue learning the engineering side before moving to the sales side.

To me this sounds like they want me to do two jobs but without a raise. I simply asked for clarification on what the future looks like and how to plan and was told repeatedly that "titles don't matter." I understand that business is slow this year and I am okay with the hybrid role for a while until things get back to normal. I just think this should include additional compensation. I had already asked for a raise this summer since I've only had one in my three years at the company. My skills are already way above what should be expected for my salary, and I'm now being asked to take on much more responsibility. Is it reasonable to expect a higher salary in this situation, even during the pandemic?
