Coldfeet - internal job change

I am an engineer in a govt. agency. I have been trying to get away from toxic environment for a year. I went through a lot of health issues and I am on medication. I was an extremely productive employee until then.

Now, I have two job offers internally (no relocation)

Job#1 is something that my management suggested. This is something I wouldn't have considered if I were healthy. It is slow and will give me a lot of slack (that I need now). This is a service role, where I would be helping various projects - and there is no hurry for me joining this position.

Job#2 is something I found on my own (internally) and would have jumped on earlier. This is a lead role, where I will be an expert driving it. If I let this go, it will be filled by someone else, but it will be difficult to find someone in 6 months. I am worried about the stress a new job will get, which I am trying to avoid.

Option#3 is take up Job#2 as a temporary assignment for 1 year, check how it works out. Downside is that it may look flaky to the hiring manager about my intent and I have to give a good reason. This is something that is possible through my management.

Any suggestions?
