Being offered an opportunity to go from contractor to perm, but the title is not great. I feel like I'm being shorthanded.

I've been a contractor for the last year or so. I have absolutely crushed expectations receiving glowing reviews from internal colleagues of all levels that I have worked for and with as well as praise from external clients. Yesterday the manager who I've primarily been working for reached out to ask me if I wanted to come on full time. I said Yes! We didn't discuss any details but he let me know that HR would reach out to me with more information. Today HR sent me the position title and it's basically just a Senior Analyst position. I was expecting that it'd be a Manager or Senior Manager position given my performance. I was fairly upset and disappointed with the job level/title for several reasons. Namely, I know my performance is representative of the output of a Manager level and coming in at Senior Analyst level means I'm likely to get stiffed on salary (the compensation hasn't been discussed yet).

I reached out to the manager and discussed that I felt like a Manager role made more sense. They said that they felt the same, but the plan is to bring me in at this lower role and promote me to the Manager position by June 2021. They won't put this promise in writing, so I'm left with the very real possibility that come June, they'll push the promotion off for an indeterminate amount of time.

On one hand I don't want to look a prize horse in the mouth, on the other hand I know my value and the position I'm being offered is just short of being offensive. Am I being unreasonable? Do you have any advice for me? How would you feel, what would you do?

Part of me wants to accept the offer and soon thereafter start looking for somewhere else to go that will appreciate what I bring to the table....
