Job being offered on company site and through a recruiter

There is a job being offered on a company’s careers page. The same job is being offered on a recruiters website. This is a tech based job. There are too many unique aspects that it makes it obvious it’s the same job.

My questions are: does the company have a preference for permanent or contractor in this situation ? Should you apply for both and acknowledge the similarities? Or just apply. Are there any risks if the company can’t determine if it wants a contractor or employee? Are there any other motivations for this?
