I’m wanting to move to another company but at the same job level. What do I say that doesn’t make it sound like my current situation is negative?

I work at a bank. My boss is making it impossible for me to transfer or promote.. he offered a promotion and then at the last minute changed the positions and that job I was supposed to promote for no longer exists.

I don’t want to work for someone who is so negative and will refuse to let me work for anybody but him.
