How likely is my job to let me stay remote permanently?

I've worked in the creative department of an ad agency for 3 and a half years, and we've been working remotely since April. I wanted to leave the state and move to a different city in early 2021, but I'd like to stay in my current position if I could, so I'm building up the courage to ask my manager about letting me stay remote permanently.

Not sure how this would affect things from their side (taxes, insurance, etc.), but I want to build a good case on why they should let me. Recently they let go of some people from all departments, so I ended up covering for a couple of ex-coworkers with more seniority. I've also gotten praise from my manager a few times in the past, so I suspect they perceive my performance as very positive.

I also was scheduled to receive a promotion around this time of year, but they lowered our salaries temporarily until the end of the year, so I haven't gotten one yet, nor have had the guts to ask for one.

How many months before my move-out date should I ask my employer about it? Do you think it's likely they'll let me transition to remote permanently? Should I ask for a promotion before or after asking about working remotely?

TL;DR: Everyone at my job has been working remotely since March. How likely are they to let me stay remotely permanently?
