When the hiring manager tells you they just began the process of hiring, does that usually mean you're NOT their first choice?

After months of being unemployed, I finally got a decent job offer! Reflecting back on my interviews, I noticed that whenever I didn't get a job offer, the hiring manager ALWAYS said "we just started our process of hiring, we'll get back to you blahblahblah" and I used to believe that, until I realized it was probably a nicer way of saying "you're not our first choice."
