Boss admitted I'm underpaid but still gave me a joke of a raise even though I did excellent in my performance review

I'm an automation engineer working at a successful company where I live. When I started working here, my boss told me the salary would not be very high, but that I could expect a good raise depending on my performance and also because our department was new and we would be getting more resources. 11 months in, I had a word with my boss about my upcoming review and raise, he told me he was very aware that I was being very underpaid and that he was going to make it right next month. I go into my performance review, get a 96/100 and a raise that amounts to a staggering 90 USD a month, with my boss saying he can't offer me more without clearing it with other higher ups. This made me ver upset, but I needed the job and I stayed. This was in February. I'm now very frustrated with the situation, we are constantly travelling for work, no hazard pay because of the pandemic (we automate restaurants, so we come in contact with a lot of people), we clock in 10-20hrs a week of overtime that isn't paid and we have to come in at 3am several days a week. I know for a fact that I'm being very underpaid and I brought it up to my boss again a couple weeks ago and he said the pandemic has halted all raises and promotions, however we're working harder than ever.
