How to handle work asking that my father's cardiologist provide a note stating that I, his child, live with him and must work from home?

I work for a post-secondary school's office. When the pandemic hit, adjusting to working from home was difficult at first but after a few weeks I found that I was able to get everything done remotely and help students with their paperwork over the phone. Our school said they didn't anticipate us going in for a long while and that employees uncomfortable with going in in person would not be forced to.

However, in the past month my employer's philosophy did a quick 180. We were all but told that admissions (not my department, luckily) wasn't performing well enough and everyone in the offices would from then on be going on campus to work to increase productivity.

This sudden change of heart was very disconcerting for me. I am living with my parents until I can afford a down payment on a home, and my father suffered a heart attack a few years ago and got a stint put in. He was told that if he had waited any longer he would be dead, and although he has managed his heart disease well he is at high risk when it comes to COVID. He was approved to work from home and doesn't leave the home.

My work recently released their policy on working in person, writing that those who are high risk or support someone high risk can request to work from home. I wrote a letter about my father's condition, attached his doctor's note from a few months ago, and pointed out that the address on the note is the same as mine in their file.

I was told on that Thursday if I wanted my request to be approved, I would need a doctor's note by COB Monday from my father's doctor showing that I, personally:

  1. Live with my father
  2. Am his caregiver (even after I asked I was not given clarification on what "caregiver" means in this context. Personal nurse?)
  3. Cannot work in person

Is that even something a doctor can legally give? I'm not the cardiologist's patient. I've never met the man- the doctor doesn't even know I exist.

My dad is trying to get, at least, an updated letter and I'll upload my father's ID and my car lease bills to prove our address is the same. I have a feeling my request will be rejected and I will have to work in person.

This has put me under so much anxiety. I don't want to put my dad at risk, especially not with countless random students coming in and out and talking to me in tiny office rooms. I've also heard from colleagues that there's one separation shield for the whole office, and that it's basically first come first served.

Is there anything I can do? At all? Other than avoid my dad around the house when I get home and try to find a new job?

TL;DR: I am able to complete my job from home. My work has a policy that those who support someone high-risk they can work from home. My dad has had a major heart attack and I do not leave the house unless I'm picking up necessities during COVID. My request will only get approved if I get a note from my father's doctor saying that I live with my father, that I am his "caretaker", and that I can't work in person. Is this even possible? Any advice on how to handle this?
